Sean Sullivan was born in Bridgeport and now resides in Gales Ferry. He earned a bachelor's at U.S. Naval Academy in 1980, a master's at Naval War College in 2002 and a doctorate in law at University of Connecticut in 2006.

Sullivan is an attorney with Brown Jacobson P.C. in Norwich.

Sullivan is a retired U.S. Navy captain, who commanded the U.S. Naval Base at Groton, commanded the USS Jefferson City submarine and was the U.S. Navy liaison to Congress. He has been a member of the state Diversification Commission and the facilities committee of the Ledyard Board of Education.

Sullivan and his wife, Sharon, have four children.
