Bill Sali was born in Portsmouth, Ohio, and moved to Idaho at age 8 when his father relocated for a mining job. He received a degree in economics in 1981 at Boise State University and graduated from the University of Idaho's law school in 1984 before opening a private law practice in Boise.

He won the Republican primary in May 1990 for the Idaho Legislature's House of Representatives, the defeated incumbent resigned and Sali was appointed to the seat. He served in the legislature 16 years.

In May, he won a six-way primary for the Republican nomination for Idaho's open 1st District congressional seat with 26 percent of the vote.

He is married to the former Terry Petersen. They have six children.
