Phil Hare was born in Galesburg, Ill., and lives in Rock Island. He graduated from Alleman High School in Rock Island in 1967, two years ahead of Lane Evans, his future boss.

From high school, he served six years in the U.S. Army Reserve as an infantryman, leaving with the rank of staff sergeant and an honorable discharge in 1975.

Until he became Evans' congressional aide, he was a factory worker at Seaford Clothing Co. in Rock Island. Hare was also a leader with Local 167 of the Amalgamated Clothing and Textile Workers union, serving as president from 1975 to 1981.

Hare spent 14 years as a trustee with the now-defunct St. Joseph's Roman Catholic Church.

His wife is a paralegal for the Rock Island County state's attorney. They have two children.
