Joe Donnelly grew up on Long Island, N.Y., in the town of Massapequa. He moved to South Bend in 1973 as an undergraduate at the University of Notre Dame. He earned a bachelor's degree in government in 1977 and earned a law degree in 1981.

He decided to remain in the South Bend area. He worked as a lawyer and managed a small business. In 1997 he started his own business in Mishawaka, Marking Solutions Inc., a company that sells printing-related materials. He is still affiliated with the law firm of Nemeth, Masters and Feeny, although he does not have time to practice.

He served on the Indiana State Election Board, 1988-89, and spent five years on the school board for Marian High School, a Roman Catholic school in Mishawaka, serving one year as president.

He lives in Granger with his wife, Jill, and has two children.
