Jim Harlan lives in Lacombe, La. He earned a bachelor's in chemical engineering at Washington University in 1974, and a master's and a doctorate in public policy from Harvard University's Kennedy School of Government.

Harlan worked in the White House Office of Energy Policy and Planning in the Carter administration. He went on to the now-defunct U.S. Synthetic Fuels Corporation's policy and planning office and then the Energy Department during the Reagan administration.

Harlan then went into private business. Among his foreign and domestic dealings, he co-founded and developed a natural gas storage company based in Houston.

Harlan and his wife, Mary Ellen, have two sons.
