Richard Neal was born in Springfield, Mass., where he still resides. He received a bachelor's degree in political science in 1972 from American International College, and a master's degree in public administration in 1976 from the University of Hartford.
He was an aide to the mayor of Springfield in 1973. He was elected to the Springfield City Council in 1978, and became mayor in 1984.
He was first elected to the U.S. House in 1988.
Neal and his wife, Maureen, have four children.
