John Tierney was born in Salem, Mass., where he still resides. He earned a bachelor's degree in political science from Salem State College in 1973 and a law degree from Suffolk University Law School in 1976.

In 1978, Tierney became a founding partner of a community law firm, Tierney, Kalis and Lucas. He is a past president of the Salem Chamber of Commerce and a member of the board of trustees at Salem State College. Just out of law school, he ran unsuccessfully for state Senate.

In 1994, he won a hard-fought Democratic primary for a U.S. House seat. He faltered during the general election, losing to Republican U.S. Rep. Peter Torkildsen by a narrow margin. In 1996, he beat Torkildsen by a narrow margin for the 6th District seat.

Tierney and his wife, Patrice, have no children.
