Richard Baker was born in Fitchburg and now resides in West Newbury. He earned a bachelor's in computer science and English from the University of New Hampshire in 1981. He has also taken graduate-level courses in applied mathematics at Harvard and intellectual property law at Pierce Law.
Baker has also served on the Pawtucket Regional School Committee.
Baker and his wife, Leisa, have one child.
