Stephen Lynch was born in Boston, where he still lives. He received a bachelor's degree from Wentworth Institute in 1988, a law degree from Boston College School of Law in 1991, and a master's degree from Harvard University's Kennedy School of Government in 1999.

He started his political career as a Massachusetts state representative. He went on to become a state senator. Before entering public office, he was the president of the ironworkers union local chapter.

He and his wife, Margaret, have one daughter.
