James McGovern was born in Worcester, Mass., where he still resides. He went to Washington for college, and worked for Sen. George McGovern, D-S.D., (no relation) while receiving a bachelor's degree in history from American University in 1981. He received a master's degree in public administration from American in 1984.
In 1982, McGovern joined the staff of veteran U.S. Rep. J. Joseph Moakley, D-Mass., and worked there until 1996. He ran in 1994 for the 3rd District congressional seat, but lost in the Democratic primary to state Rep. Kevin O'Sullivan, who then went on to lose to U.S. Rep. Peter Blute, R-Mass.
He first was elected to the U.S. House in 1996.
McGovern's and his wife, Lisa, have two children.
