Charles "Charlie" E. Summers was born in Danville, Ill., and he now resides in Scarborough. He earned an associate's at Blackhawk College-East and a bachelor's in public administration at University of Illinois-Urbana-Champaign.

Summers moved to Maine in 1982 where he met his first wife, Debra. The couple had two children, but Debra died in an auto accident. Summers remarried in 2002.

Summers served two terms in the Maine state Senate, from 1990 to 1994, then ran an unsuccessful primary campaign for the 1st District seat. He served eight years as an aide to Republican Sen. Olympia Snowe of Maine, resigning from the post in 2004, when he again ran unsuccessfully for Congress.

Summers also served as New England regional administrator of the Small Business Administration from 2005 until June 2007. He is a lieutenant commander in the U.S. Navy Reserves.
