Allen was born in Portland, Maine to Genevieve (“Sukey”) Lahee and Charles W. Allen. He graduated from Deering High School and went on to Bowdoin College in Brunswick ('67), Maine before winning a Rhodes Scholarship to Wadham College in the University of Oxford ('70).
He then went on to Harvard Law School ('74) and would eventually practice as a lawyer in Portland for 19 years. He was a staff member for Governor Kenneth M. Curtis and later for Senator Edmund S. Muskie.
He was elected to the city council of Portland, Maine (1989-1995) and served as the city's mayor (1991-1992) before entering the U.S. House of Representatives (1996-present).
He married Diana Bell in 1968. They have two children, Gwen and Kate.
