Paulsen gre up in Chanhassen, Minn. He went to St. Olaf College in Northfield, Minn. He met his future wife Kelly there. After graduating from college, he worked in Yellowstone National Park. He soon returned to Minnesota and began a career in marketing at Cable Value Network (CVN).

Upon leaving CVN, he turned top public service, working for Senator Rudy Boschwitz in Minnesota. He also worked for Congressman Jim Ramstad in Washington, D.C. After 18 months in Washington, he moved back to Minnesota to head Ramstad's state office.

In 1994, he was elected to the Minnesota House of Representatives. He has served as the body's Majority leader. He currently serves on the Ways and Means, Taxes, Commerce and Rules committees. He is now running for the open congressional seat vacated by Republican Jim Ramstad, his former boss.

In his career, Paulsen has also earned the Aspen Institute Rodel Fellowship in Public Leadership, the German Marshall Memorial Fellowship, attended the Young Leaders Forum of the National Committee on U.S.-China relations and was on the American Council of Young Political Leaders. He also serves as a Board Trustee on the Minneapolis Institute of Arts and he is a board member of the Southdale YMCA and the Eden Prairie A Better Chance Foundation. He currently works as a business analyst for Target Corporation.
