Kay Barnes was born in St. Joseph and she now resides in North Kansas City. She earned a bachelor's degree in secondary education at the University of Kansas and a master's degree in secondary education and public administration at the University of Missouri-Kansas City.

Barnes was elected as the first female mayor of Kansas City in 1999 and served two terms, until 2007.

She is a professor of public administration at Park University in Parkville.

Barnes is a widow. Her second husband, Frank Barnes, died in 2000. She has two children.
