Gary Eugene "Gene" Taylor was born in New Orleans and lives in Bay St. Louis, Miss. He earned his bachelor's degree in political science from Tulane University in 1976.

Taylor served in the U.S. Coast Guard Reserve as skipper of a search and rescue boat, 1971-84. Taylor then worked as a traveling salesman for a container company.

He was elected to the Bay St. Louis City Council in 1981 and to the Mississippi Senate in 1983 and 1987. When U.S. Rep. Larkin Smith was killed in a plane crash in 1989, Taylor won the special election to fill his seat in a district that stretches across south Mississippi.

Taylor and his wife, Margaret, have three children.
