Richard Cook was born in Glendale, CA, and his family moved back to his father's native Mississippi when Richard was a young boy. Richard Cook graduated from high school in Kossuth, MS. He attended Northeast Mississippi Community College in Booneville, MS, before going to Lakeland, FL, to earn his bachelor's degree in secondary education from what was then called the Southeastern College of the Assemblies of God.

Richard Cook teaches gifted 6th graders at Peeples Middle School, a public school in Jackson, MS. In 2008, he was in his 20th year of teaching, his 15th at the same school. He said he has lived in Mississippi continuously since 1987.

Cook is making his first run for public office in 2008. He and his wife, Sandi, have two children.
