Duane Allen Sand grew up in the North Dakota cities of Fargo, Lisbon and Pembina and Lancaster, Minn., where he graduated from high school. He enlisted in the Navy in 1984 and was later appointed to the U.S. Naval Academy, from which he graduated in 1990. He served as a submarine officer for 10 years before leaving active duty in December 1999, after which he began a successful campaign for the Republican endorsement to oppose U.S. Sen. Kent Conrad, N.D. Conrad won re-election.

Shortly after Sand's loss, he was recalled into the Navy, doing submarine duty and serving for almost a year in the Pentagon in Washington. He left active duty in 2003 for the Naval Reserves, and has spent time in Kuwait and Iraq as a reservist.

He made his second run for Congress in 2004, winning the Republican endorsement to challenge incumbent Rep. Earl Pomeroy, D-N.D. Pomeroy was re-elected with 60 percent of the vote.

Sand is married with two children.
