Earl Ralph Pomeroy III is a native of Valley City, where he graduated from high school. One of his close friends was David Strauss, who went on to become a top aide to U.S. Sens. Quentin Burdick, D-N.D., and John Breaux, D-La., and deputy chief of staff to Vice President Al Gore. His younger brother, Glenn, went on to serve two terms as North Dakota's insurance commissioner.

Earl Pomeroy attended Valley City State University, but later transferred to the University of North Dakota, where he earned his bachelor's and law degrees. He returned to Valley City and began practicing law in 1979. He was elected to the North Dakota House the following year, and was elected insurance commissioner in 1984.

Pomeroy has two children. He and his former wife, Laurie Kirby, divorced in October 2002.
