Edward R. Tinsley III was born in Lamesa, Texas, and now resides in Capitan. He earned an accounting degree from University of Texas and a law degree from Texas Tech.

Tinsley's family has had a ranch in New Mexico for more than 50 years. He moved to the state in 1978 after college to open a chain of sandwich shops. Eventually, he became the owner of Tinsley Hospitality Group, LLC, which is the franchisor of K-Bob's Steakhouses. The company has restaurants in Colorado, New Mexico, Oklahoma and Texas. Tinsley served as chairman of the National Restaurant Association in 2006.

Tinsley and his wife, Meredith, operate a ranch in Capitan. He has two grown children.
