Jose E. Serrano was born in Mayaguez, Puerto Rico, and resides in the Bronx. Serrano and his family moved to New York from Puerto Rico in 1950.

He graduated from Dodge Vocational High School in 1961 and completed courses at the American Institute of Banking and at the City University of New York's Lehman College.

He served in the Army Medical Corps from 1964 to 1966. He was chairman of the South Bronx Community Corporation and an employee of the community school board from 1969 to 1974.

Serrano was elected to the New York State Assembly in 1974 and served there until 1990. In March 1990, Serrano won a special election to replace U.S. Rep. Robert Garcia, who resigned when convicted on extortion and conspiracy charges in the Wedtech military contracting scandal. Serrano was re-elected to a full term in November 1990.

Serrano and his wife, Mary, have five children.
