George Phillips was born in Johnson City and grew up in nearby Endwell, where he currently resides. He graduated from Villanova University in 1998 with a bachelor's degree in history.

Phillips taught at Loyola College Prep in Shreveport, La., for two years and earned a Master's in Education from Notre Dame in 2000.

After working for Sallie Mae Inc. and substitute teaching in Washington, D.C., Phillips landed a job as a senior aide to Rep. Chris Smith of New Jersey in 2001. He had previously interned for Smith.

Phillips is currently a high school teacher and adjunct professor at Broome County Community College. He and his wife, Diana, have one son.
