Maurice Hinchey was born in New York City, and resides in Saugerties. He received a bachelor's degree from the State University of New York at New Paltz in 1968.

Hinchey served in the Navy, 1956-59, then worked at a variety of positions, including cement plant worker and tollbooth collector. Hinchey served as an analyst for the New York Department of Education, 1971-74.

He was first elected to the New York State Assembly in 1974, serving until 1992. He was elected to the U.S. House in 1992.

Hinchey and his wife, Ilene, have three children.
