Paul Tonko was born in currently lives in Amsterdam, N.Y. He graduated from Clarkson University with a degree in mechanical and industrial engineering in 1971. He worked as an engineer for the New York State Department of Transportation and also served on the staff of the Department of Public Service.

When he was 26, he was elected to the Montgomery County Board of Supervisors. He served as chairman in 1981.

In 1983, he was elected to the state Assembly for the 105th district, a position he served in until 2007. He was appointed President and CEO of the New York State Energy Research and Development Agency in July 2007.
