Fred L. Dailey, 62, was born in Mount Vernon, Ohio and currently lives in Knox County, Ohio.
He was taking a year off from college to earn money when he was drafted, serving in combat in Vietnam as a paratrooper. The experience piqued his interest in government policy and he changed his life plan of being a wildlife biologist. Instead, he received a bachelor's degree in political science and history from Anderson University and a master's in public administration from Ball State University.
Dailey spent 16 years beginning in 1991 as Ohio's director of agriculture.
President Bush appointed him to chair the Federal Agriculture Mortgage Corp. after he left Ohio government in 2007. He said he plans to relinquish the position soon.
He and his wife, Rita, have three children.
