Richard D. Stobbs, 61, was born and raised on a dairy farm in Colerain, Ohio. He currently lives in Dillonvale, Ohio. His parents served in active duty in World War II, shaping their son's future interest in military service, law enforcement and government. He spent several summers as a laborer and carbon setter at Ormet Corp. before going into the Army in 1968. He served 14 months in Vietnam and earned a number of honors, including the Bronze Star and Purple Heart.

Upon his return, Stobbs got his degree in business administration from Ohio University and went on to work as a supervisor at Wheeling-Pittsburgh Steel and to serve as Belmont County sheriff. He also spent 12 years in federal service, including three years at the U.S. Department of Justice.

He and his wife, Jo Ann Willey, have four children.
