William O'Neill, 61, was born in Maple Heights, Ohio and lives in South Russell, Ohio. He graduated from Ohio University in 1969 with a bachelor's degree in journalism and later earned a degree from Cleveland State University's John Marshall School of Law and a nursing degree from Huron Road School of Nursing.
He has served as an assistant Ohio attorney general and as a judge on the 11th Ohio District Court of Appeals. He is a registered nurse in the pediatric emergency department of Hillcrest Hospital in Mayfield Heights, Ohio.
O'Neill has four children.
