John McKee Spratt Jr. was born in Charlotte, N.C., and resides in York. He received a bachelor's degree in 1964 from Davidson College, a master's degree in 1966 from Oxford University in England, and a law degree from Yale Law School in 1969.

He was a U.S. Army captain, serving from 1969 to 1971. He was an attorney for York County and the York school district. He was president of the Bank of Fort Mill and headed the family-owned Spratt Insurance Agency. He was president of the York Chamber of Commerce.

Spratt was first elected to the U.S. House in 1982.

He and his wife, Jane, have three children.
