David Phil Roe was born in Clarksville, where he now resides. He received a bachelor's degree from Austin Peay State University in 1967 and a medical degree from the University of Tennessee in 1973. He ended a two-year stint in military as a major in the Army Medical Corps in 1974.

Roe was a practicing physician for 34 years before becoming Tennessee's first primary challenger to upset a sitting congressman since 1966. He beat incumbent Rep. David Davis by fewer than 500 votes.

Roe and his wife, Pam, have 3 children.
