Robert "Bob" Roy Scott III is a native of Knoxville. He earned his undergraduate degree in chemical engineering from the University of Tennessee in 1957 and a master's degree in the same field from the University of Cincinnati in 1964.

Scott is a retired chemical engineer who has worked for both the government and the private sector. He also taught at Pellissippi State Technical Community College for 26 years and served in the Army for two years.

Scott and his wife Julia have two adult children.
