Randy Neugebauer was born in St. Louis but has lived in Lubbock since age 3. After studying accounting at Texas Tech University, he worked as a teacher, a bank loan officer and a land developer. He founded his own business, Lubbock Land Co. He was president of the Texas Association of Builders in 1997 and a board member of the National Association of Home Builders in 1999-2000.

Neugebauer served on the Lubbock city council from 1992 to 1998, during which time he lowered real estate and property tax assessed taxes, privatized certain city departments and restructured the city's management in hopes of making it more responsive to residents.

He first was elected to the U.S. House in 2002.

Neugebauer and his wife, Dana, have two sons.
