Lamar Smith was born in San Antonio, where he lives. He graduated from Texas Military Institute in San Antonio in 1965. He earned a bachelor's degree in 1969 at Yale University and a law degree in 1975 at Southern Methodist University School of Law.

Smith worked as a management intern at the Small Business Administration in Washington, 1969-70. He then worked as a business writer for the Christian Science Monitor until 1972. He practiced law and was a partner in a ranch.

Smith was elected chairman of the Bexar County Republican Party in 1978. He was elected to the Texas House in 1981, and was elected a Bexar County commissioner in 1982 and re-elected in 1984.

Smith was first elected to the U.S. House in 1986.

Smith, at the time a widower, married Beth Schaefer in 1992. He has two children from his first marriage.
