Virgil H. Goode Jr. is a lifelong resident of Franklin County in southwest Virginia. He earned a bachelor's degree from the University of Richmond in 1969 and a law degree from the University of Virginia in 1973. He served in the Virginia Army National Guard from 1969 to 1975.

Goode had his own law practice in Rocky Mount, Va. He served in the Virginia Senate from 1973 to 1996, was elected to the U.S. House as a Democrat in 1996 and was re-elected as a Democrat until switching his parties and winning in 2002 as a Republican.

Goode is married to Lucy D. Dodson and has a daughter from a previous marriage.
