Roy Mark Mays Jr. was born in Billings, Mont., and now resides in Spokane. He earned a bachelor's at Austin College in 1970, a master's at University of Texas in 1972, a doctorate in psychology at University of Texas-Austin in 1973 and a law degree at Gonzaga in 1984.

Mays is a practicing psychologist and a licensed attorney. He is on the staff of Sacred Heart Medical Center, is a clinical professor at the University of Washington medical school and has lectured at Gonzaga University law school.

Mays has served on the governing boards of Eastern Washington University and Spokane Mental Health, and he helped start a nonprofit foundation that focuses on promoting local higher education.

Mays was a Medical Corps volunteer in the Air Force from 1973 to 1977. He attained the rank of captain and was given an honorable discharge.

Mays and his wife, Paula, have five grown children.
