Beers is a longtime anti-terrorism expert who spent 35 years as a senior civil servant, including more than a decade at the White House National Security Council and as an assistant secretary of state under President Clinton. In 2003 — five days before the start of the Iraq War — Beers stepped down from President George W. Bush's National Security Council where he was serving as the senior director for combating terrorism.
