Corr had a 23-year career in the Senate before becoming the executive director of the Campaign for Tobacco-Free Kids in 2000. Lobbying reports filed by the group state that Corr ended his lobbying activities last September, so the Obama administration had to exempt him from its strict rules limiting the role of lobbyists. He was named to his Health and Human Services post before his former boss, Sen. Thomas A. Daschle, withdrew his nomination as HHS secretary.
