Washington, United States Court of Appeals for the District of Columbia Circuit, 1955-1956; chief counsel, New York Joint Legislative Committee on Housing and Urban Development, 1961-1964; member of the New York state assembly, 1965-1968; regional administrator, United States Department of Housing and Urban Development, 1970-1977; elected as a Republican to the Ninety-fifth Congress by special election to fill the vacancy caused by the resignation of Representative Edward I. Koch; reelected to the seven succeeding Congresses and served (February 14, 1978-January 3, 1993); unsuccessful candidate for reelection to the One Hundred Third Congress in 1992; unsuccessful candidate for the Republican nomination for Governor of New York in 1994; died on October 14, 2002, in New York, N.Y.
