Rockefeller Graduate School of Public Affairs, New York State University, New York, N.Y., 1977; assistant to the city manager of Watertown, N.Y., 1971-1976; chief of research and liaison with local governments for New York state Senator H. Douglas Barclay, 1976-1985; member of the New York state senate, 1985-1993; elected as a Republican to the One Hundred Third and to the seven succeeding Congresses (January 3, 1993-present).
