Kennedy School of Government, Harvard University, 1980; LL.M., Yale University School of Law, 1989; admitted to the bar in 1974 and commenced the practice of law; Texas State representative, 1977-1987; Texas State senator, 1987-1993; elected as a Democrat to the One Hundred Third and to the two succeeding Congresses and served from January 3, 1993 until his death on January 30, 1997; posthumously awarded the Silver Star.
