The old fixtures are constantly leaking and flooding down into the restroom areas below. [REF: FM-200123984 created 11/28/01 cleared for repair and concerning leaks resulting from the 3rd floor restroom problem]. Now the leaking has spread to the 1st floor restrooms where the the plaster ceiling fell in the boys' restroom. Also Ref: FM-200207670 created 5/14/02. This on going problem is both a health & safety hazard. Also, these areas cannot be effectively isolated because the problem is too widespread. After further evaluation by DCPS (Mr. Hinton) , USACE (Robert Franklin) and Shaw Group (Vincent Reed) it was determined that the problem can be corrected by installing new flush valves and flanges.
