What is the most urgent problem facing your jurisdiction?

Almost half of P.W.-Manassas-area homes are "underwater." This session, I introduced a bill to require mortgage banks to follow a fair process in foreclosures and refinancing. My bill required mortgage services to file their notes with the clerk of courts and not foreclose unless they could prove ownership and complete chain of title with paper documents and be held accountable if they "lose" papers of homeowners so the chain of title can be secured for buyers and homeowners. The big New York investment banks uniformly opposed my homeowner-protection measure.
