Defined
A written motion approved by Congress. Often, it expresses how congressional members view an issue they lack power to legislate. For example, Congress in 1964 passed the Gulf of Tonkin Resolution condemning a minor military incident in Southeast Asia. This resolution gave President Lyndon B. Johnson congressional support to go to war in Vietnam.
