Spectrum Sciences made several major changes last year, including three acquisitions and its move to the Washington area.
The largest acquisition was a reverse merger with Horne Engineering LLC, a $28 million government contractor based in Falls Church. Under the deal, Spectrum paid $4.5 million in cash and $6 million in stock for Horne, which was privately held. As part of the deal, Horne's founder, Darryl Horne, took over as chief executive and president of Spectrum. Also, Spectrum's headquarters were moved to Falls Church from Fort Walton Beach, Fla.
Spectrum also bought M&M Engineering Ltd, which provides maintenance service to oil rigs, and Coast Engine and Equipment Co., a ship repair firm.
Spectrum, which trades over the counter, reported that more than half of its revenue last year came from work with the Defense Department. Among the company's largest contracts is a subcontract with Bechtel, which is rebuilding power grids in Iraq. Spectrum buys the materials and equipment Bechtel needs for the projects. The company is also developing the occupational safety and health policy for using Transportation Security Administration equipment in airports.
