In the past year, DynCorp has reported several significant changes: The firm went public; it hired a new chief executive, Herbert J. Lanese; and it moved its headquarters to Falls Church from Texas. The company was also streamlined to lower overhead costs.
DynCorp has 1,500 employees in Iraq and 1,500 in Afghanistan, making it one of the largest U.S. contractors in either country. Work in those countries represents 40 percent of the company's revenue. Its largest contract is for training the Iraqi police force, bringing in $600 million in revenue in the past fiscal year.
But that work has also brought criticism. The special inspector general for Iraq reconstruction found that lax State Department oversight allowed the agency to pay $43.8 million for a residential camp for DynCorp trainers that has never been used. Some of the work on the camp, including an Olympic-size pool and VIP trailers, was requested by the Iraqi Interior Ministry but was never authorized by U.S. officials, according to the report. Company officials have denied those assertions, arguing that DynCorp worked in good faith and can account for how the money was spent. The pool and trailers were approved by U.S. officials working for the Coalition Provisional Authority, according to the company.
One of DynCorp's most significant contract wins this year was a $4.6 billion Army deal to provide linguists in Iraq. The contract, which was awarded jointly to DynCorp and McNeil Technologies, has been in limbo since the Government Accountability Office sided with L-3 Communications, which protested the award.
DynCorp has outlined a strategy for expanding into markets beyond Iraq and Afghanistan.
