ICF had a roller-coaster year. The company made a few high-profile hires, including Michael Byrne, a senior director at the White House Office of Homeland Security, who now leads the company's homeland and national security business. The hires helped put in place the infrastructure the company said it needed to launch its initial public offering in September.
ICF also was awarded a contract worth as much as $756 million — the firm's largest ever — to run a program to distribute thousands of federal grants to Louisiana homeowners whose houses were damaged by hurricanes Katrina and Rita in 2005.
The downside began several months into ICF's administration of the Louisiana contract. Frustrated homeowners began criticizing the company for bottlenecks, and state lawmakers demanded that the governor fire the company. ICF defended its handling of the aid program, saying it was handling an unprecedented task.
ICF ultimately held on to the Louisiana contract and said in March that its fourth-quarter revenue had more than doubled, fueled by growth from the hurricane-relief program.
