The maker of gear for fiber-optic networks is being hurt by expansion delays from phone companies. This year it cut its workforce by 9 percent and closed a facility in Acton, Mass. While the Obama administration has a plan to build broadband lines, Ciena doesn't expect a boost from stimulus spending. Its customers include the biggest telecoms, including Sprint, Verizon and AT&T, all of which have faster high-speed wireless Internet networks planned.
