Fannie Mae and Freddie Mac were founded by the government and now are back in federal hands. In September, the government took over the two mortgage-finance giants in an attempt to restore faith in them and boost the home-loan market. Herbert M. Allison Jr. became Fannie Mae's chief executive with the takeover but then was tapped to run a Treasury Department program. He was replaced by Michael J. Williams, an 18-year Fannie veteran.
