Opnet Technologies makes software for managing networks and applications for government agencies and corporate customers. Although revenue for the quarter ended Dec. 31 was 21 percent higher than a year earlier, officials said some large deals had been postponed because of customers' tight budgets. Also because of clients' budget woes, Opnet's annual conference, which attracted more than 2,000 to the District in 2008, is being scrapped this year in favor of online and regional meetings.
