"The most urgent problem facing Ward 4 is the District of Columbia public school system. The dropout rate is increasingly high, the conditions of the schools are horrible, teachers have no autonomy regarding decision making within their individual schools, and the bureaucracy of red tape prevents the public schools from achieving average standards of success and omits accountability."
