What do you think is the most urgent problem facing your jurisdiction?
"There is a clear and present danger of the spread of HIV-AIDS within the black D.C. community. According to the Appleseed Study, black women are 90 percent of women living with AIDS in D.C. D.C. has the highest percentage of residents with AIDS than any other American city with a population over 500,000. Black citizens account for 60 percent of the D.C. population but represent 75 percent of reported AIDS cases. As the author of a law review article concerning legal representation of indigent AIDS clients in D.C., I will introduce fiscally responsible legislation to remedy this danger."
